1. Set a message on welcome screen by Local Security policy.
(1) Go to run box type secopl.msc and press OK button.
(2) Then Local security policy windows is appear. in this windows go to local policy.
(3) In local policy go to Interactive logon: Message title for users attempting to log on and type a Title for a message that you want to show on computer welcome screen (This security setting allows the specification of a title to appear in the title bar of the window that contains the Interactive logon: Message text for users attempting to log on.)
(4) After that go to Interactive logon: Message text for users attempting to log on and type a message that you want to show on computer welcome screen (This security setting specifies a text message that is displayed to users when they log on.This text is often used for legal reasons, for example, to warn users about the ramifications of misusing company information or to warn them that their actions may be audited.)
2. Set a message on welcome screen by Registry Edit
(1) Go to runn menu box and type gpedit.msc and press OK button. (select yes to run gpedit.msc)
(2) After that Registry edit windows will appear. In registry edit window go to and double click on HKEY_LOCAL_MAHINE option.
(3) Then double click on SOFTWARE option.
(4) Under software you found Microsoft double click on Microsoft option.
(5) After that click on Windows option
(6) Click on Currentversion option under Windows.
(7) Click on Policies option.
(8) Click on Systems option
(9) Now under systems you have found two option legalnoticecaption and legalnoticetext
Double click on legalnoticecaption and type Title for your message and press OK.
Double click on legalnoticetext and type message text and press OK.
Restart your computer and your message is appear on your login screen.
